China has officially launched its National Venture Capital Guidance Fund, a major policy-driven move to stimulate patient capital deployment into early-stage, hard-tech and long-horizon innovation ventures as part of broader efforts to strengthen the national innovation ecosystem. The announcement was made by the National Development and Reform Commission (NDRC), underscoring Beijing’s strategic focus on channeling financing toward frontier technologies and sustaining high-quality economic growth. The guidance fund is structured as a three-tier system - comprising a top-level guidance fund company, regional investment funds, and dedicated sub-funds designed to harness fiscal capital alongside contributions from local governments, financial institutions, state-owned enterprises and private investors. The first batch of regional funds, each with scales exceeding ¥50 billion (about $7 billion), have already signed investment agreements, completed business registrations, and established portfolios covering 49 sub-funds and 27 early-stage investment projects. Officials highlighted that the fund is tailored to prioritize early-stage, long-term and small-scale seed investments that traditionally face hurdles in securing adequate financing due to longer R&D cycles and higher technological risks. With a planned 20-year lifespan (including a decade of active investing and a decade for exits), the guidance vehicle aims to support breakthroughs in artificial intelligence, biopharmaceuticals, quantum technology, 6G and other frontier areas where sustained capital and strategic patience are essential. To ensure capital flows to grassroots innovation and nascent enterprises, the guidance fund stipulates that qualifying investee companies should generally have valuations below ¥500 million, with individual investments capped at ¥50 million. At least 70 per cent of the capital is to be allocated to seed-stage and startup firms, helping address structural gaps in China’s venture ecosystem and reducing short-termist behaviour by private investors. The launch of the National Venture Capital Guidance Fund comes amid broader policy efforts to reinforce China’s technological self-reliance and global competitiveness, as policymakers seek to strike a balance between market discipline and strategic national objectives.
